The story is about Elizabeth Black, a cop with 13 years experience, who goes to rescue an 18-year-old girl but, when she finds the young woman, also comes across the bodies of two men who’ve been shot 18 times and tortured. The girl, meanwhile, has also been raped and tortured. So, did rogue cops carry out the execution of the men, or is there a killer out there getting justice in his own way?
